Prof. Dr. Phan Trung Ly is one of Vietnam’s leading legal scholars and policymakers. He served as Chairman of the National Assembly’s Committee on Legal Affairs (13th Legislature) and Head of the Editorial Board responsible for drafting the amendments to the 1992 Constitution, playing a pivotal role in shaping Vietnam’s modern legal framework.

With nearly two decades of service as a member of the National Assembly across four consecutive terms, Prof. Dr. Ly has been directly involved in drafting, reviewing, and refining numerous landmark laws that have supported Vietnam’s economic reform and international integration. Alongside his legislative work, he has devoted many years to teaching, legal research, and policy consultation, specializing in constitutional law, public governance, and legislative development.
